The Oregon Public Utility Commission, have designed a European-style buyback system under which homeowners and businesses can sign 15-year contracts to receive monthly checks from utilities at gross rates as high as 65 cents per kilowatt hour.  The first round of contracts started at 8am last thursday and the 75 contracts were sold out by 8:15am.
